ျမန္မာႏုိင္ငံမွ ဂမုန္းပြင့္ေစ်း၀ယ္စင္တာလုပ္ငန္းစုၾကီးဟာ ထုိင္းႏိုင္ငံမွ ထြန္ဘူရီက်န္းမာေရးေစာင့္ေရွာက္မႈ အုပ္စုၾကီးႏွင့္အတူ ပူးေပါင္းျပီး အရည္အေသြးျမင့္တဲ့ က်န္းမာေရးေစာင့္ေရွာက္မႈမ်ားေတာင္းဆိုမႈ ျမင့္တက္လာ လ်က္ရွိတဲ့ ရန္ကုန္ျမိဳ႕မွာ ႏုိင္ငံတကာအဆင့္မီ အာယုႏိုင္ငံတကာေဆးရံုသစ္ၾကီးကို ေဆာက္လုပ္ခဲ့ပါတယ္။
လာမယ့္ၾသဂုတ္လ လလယ္ေလာက္မွာဖြင့္လွစ္မယ့္ အေမရိကန္ေဒၚလာသန္း ၇၀ ခန္႔ တန္ေၾကးရွိတဲ့ ယင္းေဆးရံုသစ္ၾကီးဟာ ဂမုန္းပြင့္နဲ႔ ထြန္ဘူရီလုပ္ငန္းစုၾကီးတို႔ရဲ႕ ရန္ကုန္ျမိဳ႕ွမွာ ပထမဦးဆံုး အေကာင္အထည္ ေဖာ္ခဲ့တဲ့ စီမံကိန္းၾကီးလည္းျဖစ္ပါတယ္။
“အာယုေဆးရံုၾကီးကို အေထြေထြေဆးရံုၾကီးတစ္ခုအျဖစ္ စတင္လည္ပတ္သြားမွာျဖစ္ပါတယ္။ ဒါေပမယ့္ က်မ တို႔ဆီမွာ ႏွလံုး၊ ဦးေႏွာက္နဲ႔အာရံုေၾကာ အထူးကုပါရဂူေတြလည္းရွိပါတယ္” ဟု အာယုႏုိင္ငံတကာေဆးရံုၾကီး မွ လုပ္ငန္းဖြံ႕ျဖိဳးတိုးတက္မႈမန္ေနဂ်ာျဖစ္ေသာ ေဒါက္တာႏြယ္ႏုေ၀က ေျပာခဲ့ပါတယ္။
ယင္းစီမံကိန္းၾကီးဟာ ျမန္မာျပည္တြင္းမွာ လူမႈေနထုိင္မႈအဆင့္အတန္းျမင့္တက္လာျပီး အရည္အေသြးျမင့္ အဆင့္အတန္းမီတဲ့ က်န္းမာေရးေစာင့္ေရွာက္မႈမ်ိဳးကို ေတာင္းဆိုမႈျမင့္တက္လာတဲ့အခ်ိန္နဲ႔ တစ္ေျပးညီပဲ ေပၚေပါက္လာျခင္းျဖစ္ပါတယ္။
“ျပီးခဲ့တဲ့ေလ့လာဆန္းစစ္မႈေတြအရ ျမန္မာျပည္သူအမ်ားစုဟာ ေခတ္မွီဆန္းသစ္တဲ့ ေရာဂါဆန္းစစ္မႈနဲ႔ ကုသမႈ ကရိယာေတြျပည့္စံုတဲ့ ေဆးရံုမွာ ကၽြမ္းက်င္ပညာရွင္ေတြနဲ႔ တိုင္ပင္ကုသတာမ်ိဳးထက္ ပတ္၀န္းက်င္မွာရွိတဲ့ ေဆးဆိုင္ေတြကေန ေဆး၀ယ္ယူမယ္၊ ဒါမွမဟုတ္ ပုဂၢလိကေဆးခန္းေတြကိုသြားျပီး ေဆးကုသတာမိ်ဳးကိုပဲ ပိုမိုလုပ္ေဆာင္ေလ့ရွိတာကို က်ေနာ္တို႔နားလည္ထားပါတယ္” ဟု အာယုႏုိင္ငံတကာေဆးရံုၾကီးရဲ႕ စီအီးအို ျဖစ္သူ ေဒါက္တာ၀ပ္ဆန္အာဖီ၀ပ္တနာခြန္းက ေျပာခဲ့ပါတယ္။
ယခုအခါမွာ ျမန္မာျပည္သူမ်ားအေနနဲ႔ သင့္ေလ်ာ္ျပီး အခ်ိန္မွီ ေရာဂါရွာေဖြဆန္းစစ္တာမ်ိဳး လုပ္ေဆာင္ဖုိ႔ လုိအပ္ေၾကာင္းနဲ႔ ေဆးရံုတက္ကုသမႈခံယူဖို႔ ေႏွာင့္ေႏွးျခင္းဟာ အႏၱရာယ္မ်ားတယ္ဆိုတာကို နားလည္ သေဘာေပါက္လာခဲ့ျပီျဖစ္ပါတယ္။ ထို႔အတူ အာယုေဆးရံုသစ္ၾကီးဟာလည္း ႏုိင္ငံရပ္ျခားကို သြားေရာက္ျပီး ကုသမႈခံယူေနတဲ့ လူနာမ်ားကို အဓိကပစ္မွတ္ထား ဆြဲေဆာင္သြားႏိုင္ဖုိ႔ ေမွ်ာ္မွန္းထားၾကပါတယ္။
အရည္အေသြးျမင့္ က်န္းမာေရးေစာင့္ေရွာက္မႈ ေတာင္းဆိုခ်က္မ်ားဟာ ဆက္လက္ျမင့္မားလာမယ္လုိ႔ ေမွ်ာ္လင့္ထားရသလို အထူးသျဖင့္ ထုိင္း၊ စကၤာပူနဲ႔ အိႏိၵယႏုိင္ငံမ်ားကိုသြားေရာက္ျပီး ကုသမႈခံယူေနၾကတဲ့ လူလတ္တန္းနဲ႔ အထက္တန္း လူတန္းစားမ်ားအေနနဲ႔ ပိုမိုေတာင္းဆိုလာမယ္လုိ႔ ေမွ်ာ္လင့္ရပါတယ္။ Oxford Business Group (OBG) ရဲ႕ ၂၀၁၈ ခုႏွစ္ထုတ္ အစီရင္ခံစာအရ ျပည္ပသို႔ထြက္ခြာျပီး က်န္းမာေရး ေစာင့္ေရွာက္မႈအတြက္ အကုန္အက်ခံေနတာဟာ တစ္ႏွစ္မွာ အေမရိကန္ေဒၚလာ သန္း ၂၅၀ အထိရိွတယ္လုိ႔ သိရပါတယ္။

အာယုႏုိင္ငံတကာေဆးရံုၾကီးကို တာေမြျမိဳ႕နယ္ က်ိဳကၠစံလမ္းမၾကီးေပၚမွာ ဖြင့္လွစ္သြားမွာျဖစ္ပါတယ္။ ေဆးရံုၾကီးဟာ ၁၁ ထပ္ျမင့္မားျပီး ကုတင္ ၂၀၀၊ အေရးေပၚခြဲစိတ္ခန္း ၈ ခန္း၊ လူနာအထူးၾကပ္မတ္ခန္း ၁၆ ခု နဲ႔ ကားပါကင္ ၃၅၀ ေနရာခန္႔ ပါ၀င္မွာျဖစ္ပါတယ္။ ဒါ့အျပင္ ၂၄ နာရီ အေရးေပၚကုသေပးႏိုင္မယ့္ ေဆးကုသ အဖြဲ႔ရွိေနမွာျဖစ္ျပီး ၁၀၀၀ KVA အားရွိတဲ့ မီးစက္ၾကီး ၄ လံုး၊ မီးေလာင္မႈကာကြယ္ေရးေခတ္မီစနစ္နဲ႔ အီလက္ ထေရာနစ္ ေဆးဖက္ဆိုင္ရာမွတ္တမ္းမ်ားလည္း ပါ၀င္မွာျဖစ္ပါတယ္။
အာယုႏုိင္ငံတကာေဆးရံုၾကီးဟာ ျမန္မာႏိုင္ငံက က်န္းမာေရးေစာင့္ေရွာက္မႈမ်ားေပးစြမ္းေနတဲ့ အၾကီးဆံုး ေဆးရံုၾကီးေတြထဲကတစ္ခု ျဖစ္လာမွာျဖစ္ပါတယ္။ ျမန္မာႏိုင္ငံအတြင္းမွာရွိတဲ့ ေဆးရံုေဆးခန္းမ်ား ထဲက ၉၀ ရာခိုင္ႏႈန္းခန္႔ဟာ ကုတင္ ၁၀၀ ေအာက္သာ ၀င္ဆံ့ျပီး ေဆးရံုေဆးခန္းအမ်ားစုဟာ ရန္ကုန္နဲ႔ မႏၱေလးလုိ ျမိဳ႕ၾကီးမ်ားမွာပဲ ရွိေနပါတယ္လို႔ OBG ရဲ႕ သုေတသနအစီရင္ခံစာအရ သိရပါတယ္။
ယင္းအာယုေဆးရံုသစ္ၾကီးကို ဆက္လက္ခ်ဲ႕ထြင္သြားဦးမယ္လို႔လည္း သိရပါတယ္။ “ဒီစီမံကိန္းၾကီးရဲ႕ ပထမ အဆင့္မွာ က်မတုိ႔အေနနဲ႔ ကင္ဆာေရာဂါေ၀ဒနာရွင္ေတြရဲ႕ လုိအပ္ခ်က္ကို ျဖည့္ဆြမ္းေပးႏိုင္မွာမဟုတ္ေသးပါ ဘူး။ ဒါေၾကာင့္ ဒုတိယအဆင့္မွာ ဓာတ္ေရာင္ျခည္ခန္းေတြေဆာက္လုပ္ျပီး အျခားလိုအပ္တဲ့ အရည္ အေသြးျမင့္ပစၥည္းကရိယာေတြကိုထည့္သြင္းသြားမွာျဖစ္ပါတယ္” ဟု ေဒါက္တာႏြယ္ႏုေ၀က ေျပာခဲ့ပါတယ္။
“က်ေနာ္တို႔ရဲ႕ေဆးရံုၾကီးကို ဆက္လက္တိုးတက္ေအာင္ လုပ္ေဆာင္သြားျပီး အခန္းသစ္ေတြတိုးခ်ဲ႕ဖုိ႔ လိုေနပါ ေသးတယ္။ က်န္းမာေရး၀န္ေဆာင္မႈေတြ ပိုမိုေကာင္းမြန္ရင္ လူေတြဟာလည္း ပိုမိုက်န္းမာေနမွာပါ။ ျမန္မာႏုိင္ငံ မွာ လမ္းမေတာ္တဆျဖစ္မႈေၾကာင့္ ေသဆံုးမႈေတြ၊ ႏွလံုးနဲ႔အဆုတ္ေရာဂါေၾကာင့္ ေသဆံုးမႈေတြနဲ႔ ေရာဂါကူး စက္ခံရမႈေၾကာင့္ ေသဆံုးရျခင္းေတြဟာ အရမ္းကိုျမင့္တက္ေနပါတယ္” ဟုလည္း ေဒါက္တာ၀ပ္ဆန္က ေျပာခဲ့ ပါတယ္။
လက္ရွိအခ်ိန္မွာ ျမန္မာအစိုးရဟာ က်န္းမာေရးက႑အတြက္ အသံုးစရိတ္မ်ားကို ပိုမိုတိုးျမွင့္ေပးလာခဲ့ပါတယ္။ ၂၀၁၇-၂၀၁၈ အတြင္း ျမန္မာအစိုးရအေနနဲ႔ က်န္းမာေရးေစာင့္ေရွာက္မႈက႑မွာ က်ပ္ေငြ ၁ ထရီလီယံအထိ အသံုးျပဳခဲ့ျပီး ဒါဟာ ၂၀၁၆-၂၀၁၇ က အသံုးစရိတ္ထက္ ၂၅ ရာခိုင္ႏႈန္းျမင့္တက္လာခဲ့တယ္လို႔ အစိုးရရဲ႕ ကိန္းဂဏန္းအခ်က္အလက္မ်ားအရ သိရပါတယ္။
လြန္ခဲ့ေသာ ၂၀၁၄ ခုႏွစ္ကစတင္ျပီး ေဆးရံုနဲ႔ေဆးခန္းမ်ားကို ျပည္ပပိုင္ဆိုင္မႈ ၇၀ ရာခိုင္ႏႈန္းအထိ အစိုးရဘက္ က ခြင့္ျပဳေပးခဲ့ပါတယ္။ ဂမုန္းပြင့္လုပ္ငန္းစုၾကီးဟာ ထြန္ဘူရီလုပ္ငန္းစုၾကီးနဲ႔အတူ အာယုႏိုင္ငံတကာ ေဆးရံုၾကီးေဆာက္လုပ္ဖုိ႔ လြန္ခဲ့တဲ့ ၂၀၁၅ ခုႏွစ္ကတည္းက သေဘာတူလက္မွတ္ေရးထိုးခဲ့ျခင္းျဖစ္ပါတယ္။
ထိုင္းလုပ္ငန္းစုၾကီးအေနနဲ႔ အစပိုင္းမွာ အာယုႏုိင္ငံတကာေဆးရံုၾကီးအတြက္ ၁၀ ရာခိုင္ႏႈန္း ရင္းႏီွးျမႈပ္ႏွံသြားမွာ ျဖစ္ျပီး ဆက္လက္တိုးခ်ဲ႕လာသည္ႏွင့္အမွ် ၄၀ ရာခိုင္ႏႈန္းအထိ တိုးခ်ဲ႕ရင္းႏွီးထည့္၀င္သြားမယ္လုိ႔ သိရပါတယ္။

Mall operator, Thai healthcare group launch Yangon hospital on high demand
Myanmar mall operator Ga Mone Pwint Co has teamed up with Thailand’s Thonburi Healthcare Group to start a new facility, Ar Yu International Hospital, in Yangon, where demand for high quality standards of healthcare is rising fast.
The new US$70 million hospital, which will open in mid August, is the first such project in Yangon for both Ga Mone Pwint and Thonburi.“Ar Yu will function as a general hospital but we will also have cardiologists and neurologists on board,” said Dr Nwe Nu Wai, business development manager at Ar Yu International Hospital.
The move also arrives at a time when local living standards are improving, bringing about higher demand for quality healthcare.
“From previous surveys, we understand that the majority of Myanmar people are more comfortable seeking medication from the local drug store or at private clinics than consult with specialists at big hospitals with modern diagnostic equipment,” said Dr Watson Aphiwatanakoon, CEO of Ar Yu International Hospital.
Now, more realise the need for proper and timely diagnosis and the risks involved in delaying hospital treatment. As such, the new hospital will target patients who would otherwise seek medical treatment abroad.
Demand is expected to be high, especially among those in the middle and upper class brackets, who now travel abroad to Thailand, Singapore and India to seek medical care. Currently, around $250 million is spent on outbound medical tourism per year, according to the 2018 report by the Oxford Business Group (OBG).
“We will position ourselves as the leading hospital providing facilities, medical equipment and services which are comparable to Bangkok’s international hospitals,” Dr Watson said.
Ar Yu International Hospital will open on Kyaik Ka San Road in Tamwe township. The 11-storey hospital will offer 200 beds, eight operation theatres, 16 intensive care units and 350 parking lots. There will also be an emergency physician team on duty 24/7, up to four generators providing a total of 1000 KVA, a modern fire protection system and an electronic medical record system from DXC Thailand.
This will make Ar Yu International Hospital one of the largest private healthcare providers in Myanmar. . About 90percent of private hospitals in the country have fewer than 100 beds, and are mainly concentrated in the urban areas of Yangon and Mandalay, according to OBG’s research.
There will still be plenty of room for further expansion.“While we will not be able to cater to cancer patients in the first phase of the project, there are plans to build radiation rooms and other facilities during the second phase,” said Dr Nwe Nu Wai.
. “Our hospital still needs to improve and there is also much room for expansion in the future. People could be healthier if the services are better. Major causes of death vary and the number of deaths as a result of traffic accidents, heart and lung diseases and infectious diseases is high in Myanmar,” said Dr Watson.
Meanwhile, the government has been increasing its budget allocation for the health sector. In 2017-18, it spent around K1 trillion on healthcare, which is up 25pc compared to 2016-17 and represents around 5.2pc of the total budget, according to government data.
In 2014, it also allowed up to 70pc foreign ownership in clinics and hospitals. Ga Mone Pwint first signed the agreement to start Ar Yu International Hospital with Thonburi in 2015.
While the Thais will hold a 10 percent initial stake in Ar Yu International Hospital for now, it will raise its stake to 40pc as the facility expands.
